If you reduced the boost on an F1 car in a similar way to the Indycar, the Indycar would win by an even larger margin. Chances are that an F1 couldn't complete an Indy 500 race. First the engine would blow up running top rpm for extended periods, and those that don't would run out of fuel before the halfway point of the race.

Indycars are spec and have comparatvely little scope to adapt the cars to the track. F1 would be able to run super aerodynamics, bigger tyres = better corner speed etc. and if allowed - DRS would be pretty awesome.

They basically adapt the cars to run on street and road circuits, so it’s not purpose built for them. Which is why an F1 car will run circles around an Indycar on a road/street circuit and an Indycar would do the same to an F1 car on a large oval.
