It's a representation of that characters power. Whitebeard was old and humongous because he ruled a section of the ocean, Hyogoro was old and shrunk because what he did have power over was lost. His knowledge of the final stage of CoA implies that he either knew someone in wano who had displayed such mastery of CoA, or he could do it himself when he was younger. If it was someone in wano, it could have been oden (assuming oden could use such advanced CoA).
