The Finnish Democratic Republic was established on 1 December 1939 in the Finnish border town of Terijoki (present-day Zelenogorsk, Saint Petersburg, Russia), a day after the beginning of the Winter War.

What OP is showing is the Finnish Democratic Republic, which was intended as a puppet regime that would replace the Finnish government, once the USSR taken over Finland. Since the invasion of Finland ended in a failure, the republic was dissolved in 1940.
