Radio Resource Control - Wikipedia
The Radio Resource Control (RRC) protocol is used in UMTS, LTE and 5G on the Air interface. It is a layer 3 (Network Layer) protocol used between UE and Base Station. This protocol is specified by 3GPP in TS 25.331 [2] for UMTS, in TS 36.331 [3] for LTE and in TS 38.331 [4] for 5G New Radio. RRC messages are transported via the PDCP-Protocol.

At high level view, LTE RRC has only two status (RRC Connected and RRC Idle). It may sound too simple comparing to other Radio Access Technology, but the detailed processes undergoing in these two status is not as simple as you might think.

(1) is the command (RRC message) to tel the UE to configure the Radio Stack (PHY, MAC) to establish the aggregated communication (Carrier Aggregration). You need to look into every details of RRC Connection Configuration message to fully understand this step.
RRC states in LTE UE : IDLE and Connected mode with diagram
Understanding LTE RRC state diagram & IDLE and Connected modes. In LTE (Long-Term Evolution), the Radio Resource Control (RRC) layer plays a critical role in managing the signaling between the User Equipment (UE) and the Evolved NodeB (eNodeB) or the base station.
How LTE Stuff Works?: LTE: RRC Connection Reconfiguration
Oct 10, 2011 · LTE: RRC Connection Reconfiguration. RRC CONNECTION RECONFIGURATION message is the command to modify an RRC connection. The purpose of this procedure is, E-UTRAN includes the mobilityControlInfo (Handover) only when AS-security has been activated, and SRB2 with at least one DRB are setup but not suspended.
LTE Tutorial: RRC Protocol - Artiza Networks
According to 3GPP TS 36.331, the RRC protocol includes the following main functions: Information applicable for UEs in RRC_IDLE, e.g., cell (re-)selection parameters, neighboring cell information and information (also) applicable for UEs in RRC_CONNECTED, e.g., common channel configuration information.
RRC States in LTE | Tweet4Technology: LTE 5G-NR Wireless
Dec 12, 2016 · In LTE there is only 2 RRC states i.e. RRC_IDLE and RRC_CONNECTED whereas in UMTS system RRC has a 5 state i.e. IDLE, CELL_FACH, CELL_DCH, CELL_PCH and URA_PCH.
What is the purpose of the Radio Resource Control (RRC) protocol in LTE?
Oct 5, 2023 · The Radio Resource Control (RRC) protocol is a crucial component within the LTE (Long-Term Evolution) protocol stack, residing in the control plane of the LTE architecture. Its primary purpose is to control the radio resources and manage the establishment, maintenance, and release of radio connections between the User Equipment (UE)
What is the function of RRC in LTE? - teletopix.org
In LTE (Long-Term Evolution) networks, the RRC (Radio Resource Control) is a critical protocol that operates in the upper layers of the LTE protocol stack. It plays a pivotal role in managing the radio resources and control signaling between user devices (UEs) and the evolved NodeB (eNB), ensuring efficient communication and connectivity.
