Dec 22, 2023 · Vice Admiral Cowan was drafted into the U.S. Naval Reserve in June 1971 and served in the Medical Corps until his retirement in October 2004 as director of Navy Medicine, 34th Surgeon General of the Navy, and chief of the Bureau of Medicine and Surgery (BUMED).

Cowan retired from the U.S. Navy in 2004, after 33 years of service, as the 34th Naval Surgeon General. In that role he was responsible for leadership, guidance and management for more than 40,000 personnel in 120 medical, dental, research and teaching facilities worldwide.
