Willpower or a weak mind doesn't have anything to do with her powers. You can be the most strong willed person in the world but if you feel sexually attracted to her you will be affected.

If it is a zoan fruit, we know Zoan DF's have a "will" of their own, and this might indicate Hancock's importance moving forward, especially if her DF is potentially in a tier close to Luffy's.

Dec 12, 2023 · So yeah so far as we know the Mero Mero no Mi is based around feelings of love, lust, adoration or something in between, anyone who fawns over Hancock turns to stone. But this completely changes with her Seraphim clone and how it's her cuteness that turns people to stone instead, if you find her cute, you're gone.

Mero Mero no mi seems to be tied to emotions and whatnot, and Haki has deep ties to emotions\will, so maybe the fruit can bypass haki, but idk it's all headcanon whether or not you can nullify it with haki, if you could, guess Blackbeard wouldn't comment on it like he did.
