You can max all skills with an INT of 4, so start with 3 INT, gamble in Freeside until you can get the implant before you level up to 2. PER is also useless because of ED-E's perk.

I did a luck 10 run a while back to get all the gambling achievements, by the time I got to new vegas I had like 30,000 caps or something from playing Caravan.
