Also, I was able to manually use Ctrl+Z as shortcuts in other applications. I tried making Ctrl+Z the shortcut for GeForce Experience Overlay and it worked fine.

Ctrl+Z Windows Explorer - Microsoft Community

Ctrl+Z and other shortcut keys not working properly anywhere
Jun 11, 2016 · See, Ctrl+Z doesn't work immediately after pressing Z, instead i have to hold Ctrl, then Z and it won't work until i release Ctrl. Same for Ctrl+PgDn in a browser to change tabs, but oddly Ctrl+PgUp does work. I regularly use Photoshop, Excel and Chrome, checked for macros running wild, but nothing. Changed the keyboard language and nothing.
