While not a current feature of the video control options, you can create your own trigger for playing and pausing a video using the spacebar. Since you will be using the same key for both actions, you need to tell Storyline when to pause and when to play.

There isn't a way to add the Review 360 play/pause to a published Storyline project. You can only add those buttons to uploaded videos : "on video projects, including Peek 360 videos, Replay 360 videos, and uploaded video files."
