Congressional Republicans on Monday proposed to reduce eligibility for Pell Grants and impose new rules on student loan programs.

House Republicans are pushing wholesale changes to financial aid, advancing a conservative agenda to curtail the federal role in education financing.

The Republican proposal would eliminate Grad PLUS loans, set strict limits on Parent PLUS loans and create a system in which colleges would be on the hook if their students don't repay their loans.
