Rovaniemi is very safe. Not sure why you'd want to be up that late looking at the northern lights since it's pretty much dark 24/7 this time of year. So long as the weather is good you should see them, but I'd go further out of town to get away from ambient light. You might be lucky enough to meet some reindeer on the beach at Arktikum btw!
