I am planning a trip to the crater to collect some samples. It would be convenient to visit mid-December. Is the road and weather generally safe at that time of year for someone with 4wd? Is the road passable for normal clearance 2wd vehicles if the weather is good, i.e. earlier in the Fall?

Yes. So long as you drive the route off US 6. I would suggest the route that is west of Ely as it is more gravel than the east route off 6
