The beach is all public. The rental shop is open to anyone. Not sure about the other comment.

We saw them in the mid afternoon over to the right hand side of the Bay. I was snorkeling there when to my surprise I saw a turtle swimming along about one foot beneath me. I could have touched it. This continued for several minutes. Even more surprising the turtle came out of the water when I did. It looked around for a while before re-entering the water..
